Interim Steering Commitee for Tun Mustapha Park established

An important milestone was achieved towards the gazettement of the proposed Tun Mustapha Park (TMP), when Sabah Parks with funding support from the USAID’s Coral Triangle Support Partnership organized the first meeting of Interim Steering Committee for TMP at the Le Meridien Hotel on 1st February 2011. In the next three years, the Interim Steering Committee and its working groups will work towards an Integrated Management Plan that will achieve the 3 objectives of the proposed TMP and outlining the implementation of a multiple use park that is managed through a collaborative management approach.


The main objectives for the establishment of the proposed TMP are:

(i) to conserve biodiversity,

(ii) to ensure sustainable development, and

(iii) to alleviate poverty in the proposed TMP.


Once fully gazetted, the proposed TMP will be the first collaboratively managed park established through consultative and participatory process by various stakeholders of TMP including the local communities.


TMP has received recognition as one of the priority conservation area under the Sulu-Sulawesi Marine Ecoregion (SSME) and was identified as a priority site under the Coral Triangle Initiative’s Malaysian National Plan of Action. The Coral Triangle Initiative is a six-country plan to conserve the world’s center for marine biodiversity. Activities promoting the gazettement of the park by agencies including Sabah Parks, Sabah Fisheries Department, Universiti Malaysia Sabah, Universiti Kebangsaan Malaysia, Ministry of Science, Technology and Innovation, WWF-Malaysia and others are currently on-going.

The TMP Steering Committee is chaired by Datuk Susannah Liaw, Permanent Secretary to the Ministry of Tourism, Culture and Environment, with Sabah Parks functioning as the Secretary. The Interim Steering Committee – consisting of related stakeholder from various agencies ranging from the local authorities, government agencies, universities, relevant society or body, community representative, as well as NGOs (WWF-Malaysia) and others – will oversee six working groups to establish a draft integrated management plan for the proposed Tun Mustapha Park:

Group 1 : Integrated resource management group (led by Sabah Parks)

Group 2 : Coastal and Deep Water Fisheries Management (led by Sabah Fisheries Department)

Group 3 : Zoning (led by Universiti Malaysia Sabah)

Group 4 : Development of other socio-economic programme (led by the District Office of Kudat, Kota Marudu and Pitas)

Group 5 : Development of Environmental Education and Public Awareness Programme (led by Environmental Protection Department (EPD))

Group 6 : To look into the legal framework, governance and security issues of TMP (led by the Ministry of Local Government and Housing)


This TMP Steering Committee is a huge stepping stone towards the gazettement of proposed Tun Mustapha Park! I am looking forward to the next, are you not?
